Friends to Host Fundraiser Featuring Stanton Englehart Paintings
The Mancos Friends of the Library will be hosting a fundraiser in October, ‘A Final Celebration of the Library’s Englehart Paintings’…
Featured will be the 4 Stanton Englehart landscapes that were donated to the library by the late artist. Signed prints, posters, and notecards will be available for sale. There will be a cash bar and light hors d’oeuvres as well as a small silent auction.

A RESOLUTION IN OPPOSITION TO AMENDMENTS 60 AND 61, AND PROPOSITION 101
A RESOLUTION IN OPPOSITION TO AMENDMENTS 60 AND 61, AND PROPOSITION 101
WHEREAS, State voters will have the opportunity on November 2, 2010 to protect the fiscal health of Colorado by defeating Amendments 60 and 61 and Proposition 101; and
WHEREAS, three measures appearing on the November 2010 statewide ballot, known as Proposition 101, Amendment 60, and Amendment 61, would significantly damage the ability of the State of Colorado and Colorado local governments, including the Mancos Library District, to fund their most basic services; and
WHEREAS, the Mancos Library District (the “Library District”) is a library district duly organized in 1986 and existing pursuant to the provisions of Part 1 of Article 90 of Title 24 of the Colorado Revised Statutes (“C.R.S.”), as amended, for the purpose of providing library services within the boundaries of the RE-6 School District, Mancos, Colorado; and
WHEREAS, the Library District provides free and equal opportunity to all in access to information; and
WHEREAS, the Library District has a significant effect on the education and development of the District’s children; and
WHEREAS, it is important to maintain the quality of services provided by the Library District established to date; and
WHEREAS, the following services and programs of the Mancos Library District will be limited or curtailed because of the numerous restrictions and revenue reductions proposed by these three measures; including the provision of books, library materials, programs, and computer access; and
WHEREAS, when fully implemented, Proposition 101 will cause the Library District to lose approximately 98% of the Library District’s annual specific ownership tax revenue, resulting in an estimated loss of $29,400 in Library District revenue; and
WHEREAS, proposed Amendment 60 would reverse decisions approved by voters in hundreds of local elections over the past 18 years, including elections by the Library District in 1999 and 2005, to retain excess
property tax revenue above the TABOR limits; and
WHEREAS, proposed Amendment 61 would ban the use of any kind of debt by the State of Colorado and severely restrict the ability of local governments, including the Library District, from financing capital projects and to utilize appropriate and prudent business practices in managing the finances of the Library District; and
WHEREAS, the Library District’s ability to work with other local governments will be reduced because of the revenue shortfalls of each entity; and
WHEREAS, these three measures are destructive to the State and local governments, and will result in Colorado surrendering its competitive standing to attract business and employers, will impede economic growth, will severely impact our ability to educate our children and will steadily erode the Library District’s ability to provide information and resources for a literate and informed citizenry; and
WHEREAS, a number of prominent individuals, newspapers, and organizations including our own Colorado Municipal League are voicing opposition to these measures as not being in the best interests of Colorado and of local communities; and
WHEREAS, provisions of state law do allow the Mancos Library District to put forth this resolution as a statement of opposition to the measures known as Proposition 101, Amendment 60, and Amendment 61;
NOW THEREFORE, the Board of Trustees of the Library District does hereby oppose the three ballot measures known as Proposition 101, Amendment 60, and Amendment 61 and urges our citizens to vote against all three ballot measures.
